(kind of obvious: older cars are not affected by mandates, and higher fuel efficiency encourages driving)

giving middle school students cash for good test results is a good way to encourage learning
I think a good first step is making the test grades public - so that students can brag about them, but giving cash is even better because it discourages counterculture.
