apharI always said that all bills that the Congress passes must be short enough for an average Joe Blow to understand.

I don't think they have a chance - the 550 crooks will not voluntarily relinquish any of their power.
Still, we cannot silently watch our liberties frittered away - so please visit the link above, read the proposal, and click through to send it to your senators and representative in the US Congress.
