Since the US Supreme Court invented the doctrine of Qualified immunity in 1983, it became a way for government official to avoid responsibility, culminating in, inter alia, police officers "not violating a clearly established law" when stealing while executing search warrant.
The US Congress must pass a law that mandates immediate impeachment proceedings against
Grounds for impeachment: not upholding the common rule of equality of all citizens in the eyes of the law (putting government employees above private citizens).
PS. Any Judge that declares this law unconstitutional should be impeached on the same grounds (putting DAs and Judges above everyone else).

- Any DA who does not prosecute complaints about police brutality
- Any Judge (at any level, especially Supreme Court Justices) who treats a government employee defendant differently from a private citizen (e.g., by granting them qualified immunity or any other form of deference)
