это очень плохо, с этим надо бороться всеми силами.
но, как правило, это - локальные конфликты и гуманитарные катастрофы, не угрожающие мировой стабильности.
российская агрессия - угроза ВСЕМУ МИРУ.
российские войска дольжны быть немедленно выведены, российские граждане - эвакуированы, если есть необходимость - введены войска ООН (например, бразильцы).
